Immigrants and Welfare

Over at the National Review, Jonah Goldberg tries to draw distinctions between earlier generations of immigrants and those coming to the U.S. now:

A second [difference] is that we did not have a generous welfare state when those [earlier] immigrants came here.


What about the Homestead Act? Begun in 1862, this act gave free or cheap land to millions of U.S. citizens AND immigrants.

    Hmmm, let's see: here's a piece of land. You must clear it, plow it, plant it, dig your own well, build your own house, carve out your own roads, etc.
    Yeah -- that's really just like welfare! NOT!
