The Suit Was Always Full

I agree with Steve that Joe Biden has the best grasp of foreign policy of any Democrat these days (let's hope that, if elected, Kerry picks him for Secretary of State), but I don't think Biden was ever and empty suit. Yes, after the 1988 debacle, he focused more on his Senate duties, but his reputation was always pretty strong. Remember, in 1987 he did an excellent job of handling the Bork nomination hearings.
